Take a small wire or paper clip and stick it up the water hole (where it "pees") while the motor is idling. I have to do that periodically with my 8HP Yamaha, then it starts right up spewing out water. Bill. Just take an empty trash can, and slip it under the lower unit on the boat. Fill the trash can with water.

All the pee or tell tale indicates is the water pump is working. If there is water coming out the back of the motor, than the pump is working and the thermostat is open.
